Requires indemnification by employing governmental units for state police officers, state capitol police members, and special state capitol building police officers when charges are dismissed or they are found not guilty of crimes allegedly committed during duty.

Expands indemnification to cover attorney's fees and costs incurred during prosecution and enforcement of indemnification claims, replacing previous language limited to "legal fees necessarily incurred."

Allows officers to bring civil actions in Superior Court against their employing governmental unit to enforce indemnification provisions.

Applies to prosecutions of Division of State Police members, Office of State Capitol Police members, and special police appointed under section 29-18 for the state capitol building, legislative buildings, and related facilities.

Effective October 1, 2010.
