Requires the Commissioner of Economic and Community Development to prepare an economic strategic plan every five years (starting July 1, 2009) in consultation with multiple state agencies and stakeholders including environmental protection, transportation, housing, labor, and workforce development officials.

Strategic plan must include economic review, sectoral and labor market analysis, identification of growing/declining economic clusters, evaluation of targeted industry sectors, vision statements for 5, 10, 15, and 20-year timeframes, and measurable goals and objectives for achieving economic development.

Plan must address factors impacting economic development such as transportation, education, business regulation, housing affordability, brownfield remediation, taxation, and energy costs.

Commissioner must submit the strategic plan to the Governor for approval within 60 days, then to joint standing committees on commerce, planning and development, appropriations, and finance; plan becomes effective upon approval or 60 days after submission.

Requires the Commissioner to prepare annual one-year action plans (starting July 1, 2010) based on the strategic plan that rank goals and objectives for the succeeding year and designate responsible agencies, subject to Governor approval within 45 days.
