Repeals and replaces Section 22a-426 of the general statutes regarding water quality standards, effective October 1, 2011.

Requires the Commissioner of Environmental Protection to adopt regulations establishing water quality standards for state waters in accordance with the federal Water Pollution Control Act.

Mandates that all documentation supporting proposed water quality standards be made available to the public at least 60 days before the required public notice.

Removes previous requirements for public hearings, newspaper notices, certified mail notifications to municipalities, and transcript requirements prior to adopting, amending, or repealing water quality standards.

Retains the commissioner's authority to establish effective dates for standards and monitor water quality to demonstrate pollution abatement results.
