Establishes a task force to study renewable energy sources, including examination of the state's renewable energy portfolio standards and the definitions of Class I, II, and III renewable energy sources.

Task force composition includes 8 members: two appointed by the House speaker, two by the Senate president pro tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, and the Public Utilities Control Authority chairperson or designee.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after the effective date.

Task force shall submit findings and recommendations to the joint standing committee on energy by January 1, 2011, and shall terminate upon submission of the report or January 1, 2011, whichever is later.

Administrative staff of the joint standing committee on energy shall provide administrative support to the task force.
