Permits package store holders to offer fee-based wine education and tasting classes on premises, in addition to existing free tastings and demonstrations.

Allows wine education classes and tastings to be conducted only during hours when the package store is permitted to sell alcoholic liquor.

Maintains existing allowances for package stores to sell non-alcoholic items including cigarettes, bar utensils, beer and wine-making kits, ice, clothing with alcohol industry advertising, gift baskets, and lottery tickets.
