Expands the definition of unlicensed trade practice to include advertising or listing services in print, electronic, television, or radio media without holding the required license.

Makes it a Class B misdemeanor for unlicensed persons to advertise trade services they are not licensed to perform, effective October 1, 2010.

Requires the Commissioner of Consumer Protection to review work activities and make a written determination that a license is required before criminal charges can be filed.

Allows courts to extend probation up to five years if a defendant cannot fully repay victims within the standard probation period established under existing law.

Applies the same advertising restrictions to section 20-334, prohibiting unlicensed individuals from offering to perform licensed trade work through any advertising or listing medium.
