Increases penalty for telephone solicitors who violate the No Sales Solicitation Calls Act to a fine of not more than $11,000 per violation, in addition to any penalties under chapter 735a.

Applies effective January 1, 2011 to violations involving unsolicited telephonic sales calls to consumers on the Department of Consumer Protection's "no sales solicitation calls" listing.

Maintains existing exemptions for telephone solicitors who can demonstrate they established written compliance procedures, deleted consumers from call lists, and the violation was inadvertent.

Makes a technical correction to interior designer licensing requirements, removing the grandfather clause for individuals using the "interior designer" title prior to October 1, 1983 and requiring use of "registered interior designer" title.
