Establishes an advisory council to the Governor and Commissioner of Social Services to address needs of persons with traumatic brain injury, effective July 1, 2010.

Council membership includes commissioners from Social Services, Veterans' Affairs, Correction, Economic and Community Development; the Adjutant General; and representatives from the Office of Protection and Advocacy and Brain Injury Association of Connecticut.

Governor appoints eight additional members by October 1, 2010, including veterans' representatives, neuropsychologists, rehabilitation specialists, persons with traumatic brain injury, family members, and public representatives with relevant experience.

Council must submit a preliminary report by December 1, 2010 assessing public-private partnerships and a comprehensive statewide plan by December 1, 2011.

Beginning January 1, 2012, council shall meet at least annually with the Commissioner of Social Services to make recommendations addressing traumatic brain injury needs.
