Establishes a formal approval process requiring the Commission on Fire Prevention and Control to approve all new regional fire schools, with applications reviewed within 60 days in consultation with the Connecticut State Firefighter's Association.

Grants the Commission authority to suspend or revoke approval of regional fire schools that fail to meet established standards, with exceptions for schools established prior to October 1, 2010, and provides appeal rights through Chapter 54 procedures.

Requires regional fire schools to submit annual audited reports to the Connecticut State Firefighter's Association by June 30 each year detailing use of state grant funds.

Adds new powers to the Commission on Fire Prevention and Control including approving or rejecting regional fire school establishments and authority to apply for state, federal, or private funding for firefighter training.

Updates terminology throughout statutes from "Firemen's" to "Firefighter's" and replaces gender-specific pronouns with neutral language effective October 1, 2010.
