Requires a two-thirds vote in each house of the General Assembly to enact any bill that creates or enlarges a state mandate to local governments, effective October 1, 2010.

Mandates the Office of Fiscal Analysis to append cost estimates to any bill or amendment that would create or enlarge a state mandate, estimating the fiscal impact on local governments for the first year of implementation.

Requires joint standing committees to refer bills creating or enlarging state mandates to the appropriations committee, unless such reference is dispensed with by a two-thirds vote in each house.

Defines eight categories of state mandates subject to this requirement: local government organization and structure, due process, service delivery, interlocal equity, tax exemptions, personnel matters, and others that require additional local government expenditures.

Requires the appropriations committee to determine whether a bill creates or enlarges a mandate and, if so, whether the state shall reimburse local governments and the level, timetable, and duration of reimbursement.
