Establishes a new cross-acceptance process for adopting and revising the state plan of conservation and development based on guidelines from New Jersey's 2004 Cross-Acceptance Manual, with a draft process due to the legislative committee by January 5, 2011.

Revises the state plan completion deadline from March 1, 2011 to March 1, 2012 and updates the Conservation and Development Policies Plan timeframe from 2012-2017 to 2013-2018.

Suspends municipal obligations to prepare or amend conservation and development plans from July 1, 2010 through June 30, 2013, though municipalities must still comply with plan requirements by July 1, 2014 to remain eligible for discretionary state funding.

Requires state agencies to consider whether development, rehabilitation, or construction projects comply with smart growth principles when reviewing grant applications.

Dissolves the Wolcottville School Society (incorporated 1839) and transfers all its real and personal property to the Center Cemetery Association of Torrington, Inc.
