Delays property revaluation requirements for Middletown, Guilford, and Madison until the 2013 assessment year, subject to approval by each municipality's legislative body.

Allows municipalities to make and enforce regulations for prevention and remediation of housing blight, including reducing assessments and authorizing designated agents to enter property during reasonable hours to remediate blighted conditions (excluding dwelling houses and structures).

Enables municipalities to impose special assessments on blighted housing to fund code enforcement and remediation expenses, with establishment of a review committee and appeal process for property owners.

Permits fuel cell electricity projects with five megawatt or less capacity located near natural gas transmission facilities to request modifications to their electricity purchase agreements to relocate and adjust pricing accordingly, with Department of Public Utility Control review within 120 days.

Makes technical corrections to statutes governing transportation permits, rental income property assessments, state conservation and development policies, and municipal health and safety regulations.
