Establishes a "condominium renewable energy and efficient energy grant account" as a separate, nonlapsing account within the Renewable Energy Investment Fund, effective July 1, 2010.

Requires Connecticut Innovations, Incorporated to create and administer a grant program for condominium associations to fund conversion to more efficient heating systems or installation of renewable energy sources including solar, geothermal, fuel cells, and hydrogen-fueled energy.

Directs Connecticut Innovations, Incorporated to develop grant applications by October 1, 2010 and begin accepting applications from condominium associations on or after that date.

Mandates annual reporting by Connecticut Innovations, Incorporated to the joint standing committee on energy beginning January 1, 2012 on the program's effectiveness.
