Amends section 12-81(53)(a) of Connecticut General Statutes to clarify that the motor vehicle tax exemption for armed forces members applies to vehicles jointly owned with a spouse, in addition to solely owned vehicles.

Extends the exemption to motor vehicles "belonging to, leased to or held in trust for" armed forces members when the vehicle is jointly owned with the member's spouse.

Applies retroactively to assessment years commencing on or after October 1, 2009.

Effective from passage of the legislation.
