Modifies veteran tuition waiver eligibility at Connecticut regional community-technical colleges, Connecticut State University System, and University of Connecticut to include veterans who "performed service in time of war" rather than those "having served" in specific military operations.

Removes specific references to the invasion of Grenada (October 25, 1983 to December 15, 1983), invasion of Panama (December 20, 1989 to January 31, 1990), and peace-keeping mission in Lebanon (September 29, 1982 to March 30, 1984) as qualifying service.

Excludes time spent in attendance at a military service academy from the definition of "service in time of war" for tuition waiver eligibility purposes.

Requires the three boards of trustees to review current and prospective students' eligibility for veteran tuition waivers within 30 days of the effective date to ensure compliance with the revised eligibility requirements.

Maintains existing waivers for other groups including dependent children of missing-in-action or prisoner-of-war service members, senior citizens, National Guard members, first responders killed in duty, and families of specified terrorist victims and post-9/11 military deaths.
