Increases the expense threshold for municipal employment of private detectives in crime investigation from $500 to $2,000 without specific appropriation.

Requires municipalities to apply to the Division of State Police within the Department of Public Safety for assistance and wait a reasonable time before hiring private detectives.

Mandates written notice be given at least seven business days before hiring private detectives to the police chief, Division of State Police, and the state's attorney for the judicial district.

Establishes penalties of up to $500 fine for municipal officials who violate these provisions and civil liability for amounts expended in excess of appropriated funds.

Takes effect October 1, 2010.
