Requires courts to order noncustodial parents to provide their address and telephone number to the custodial parent for emergency notification purposes regarding the child, effective October 1, 2010.

Allows courts to decline the emergency contact information requirement if the parent shows good cause (such as existence of a restraining or protective order) or is ineligible for visitation under section 46b-59b or other law.

When a parent has good cause to withhold contact information, requires the parent to provide it instead to the Commissioner of Children and Families, who must keep it confidential but may release it to school, medical, or law enforcement personnel if necessary for the child's welfare.

Requires parents to provide updated contact information within five calendar days of any change to their address or telephone number.

Applies to all cases where parents of a minor child live separately and custody or visitation orders are being made or modified.
