Amends section 54-76c to add a new ineligibility criterion for youthful offender status: defendants previously adjudged as youthful offenders cannot be adjudged youthful offenders again.

Maintains existing ineligibility requirements: youths charged with class A felonies, certain sex crimes, or specific violent felonies (sections 53a-70, 53a-70a, 53a-70b, 53a-71, 53a-72a, 53a-72b) remain ineligible unless involving consensual sexual contact between parties aged 13-16.

Preserves existing bars to youthful offender status: youths previously convicted of felonies in regular criminal court or previously adjudged serious juvenile offenders remain ineligible.

Effective date: October 1, 2010.
