Establishes that violations of all-terrain vehicle and snowmobile regulations constitute infractions, except violations of subdivision (5) of section 14-387 which carry a fine of up to $186.

Operators and owners of snowmobiles or all-terrain vehicles are held liable for damages to trees, shrubs, crops, fences, and other property caused by their vehicles, with vehicle registration number serving as prima facie evidence of ownership.

Adds subdivision (5) of section 14-387 violations to the list of infractions handled by the Centralized Infractions Bureau of Superior Court, allowing persons to pay fines or plead not guilty through that bureau.

Requires municipalities to receive one-half of all fines collected for violations of subdivision (5) of section 14-387, in addition to existing revenue-sharing provisions for other vehicle-related violations.

All provisions take effect October 1, 2010.
