Establishes a supervised diversionary program for persons with psychiatric disabilities accused of non-serious crimes or motor vehicle violations, as an alternative to criminal prosecution.

Requires the Court Support Services Division to confirm eligibility and consult with mental health professionals to determine if the defendant has a psychiatric disability amenable to treatment and if appropriate services are available.

Limits participation to persons who have not previously participated in the program more than once and are otherwise eligible for pretrial accelerated rehabilitation programs.

Caps the supervision period at two years and requires a probation officer with specialized training in psychiatric disabilities to oversee participating defendants.

Dismisses charges upon satisfactory program completion and erases records; if the defendant fails or is ineligible, the case proceeds to trial with a not guilty plea entered, effective October 1, 2010.
