Establishes a settlement initiative program for lottery sales agents with delinquent accounts on moneys from lottery ticket sales, effective October 1, 2010

Eligible agents (those with delinquency assessments imposed before October 1, 2010) have 60 days from notification to pay full amount owed minus 50 percent of interest accrued

Payment requires waiver of all administrative and judicial appeal rights that have not yet expired; payments are non-refundable and non-creditable

Settlement initiative program operates from October 1, 2010 through December 31, 2010, with written notifications sent to eligible agents by November 1, 2010

All moneys collected through the program are deposited into the General Fund; agents failing to pay within 60 days lose program eligibility
