Changes prequalification denial authority from "not issue or renew" to "deny" for contractors disqualified under sections 31-57c or 31-57d or with principals/key personnel with relevant convictions within the past five years.

Adds a new disqualification criterion: contractors receiving three or more unsatisfactory written evaluations within the past three years may be denied prequalification.

Expands appeal rights by removing "nonrenewal" from the list of commissioner actions subject to Superior Court appeal under section 4-183.

Extends liability protection to public agencies and officials who complete evaluation forms, preventing contractor lawsuits unless the agency acts in a willful, wanton, or reckless manner.

Expands liability protection scope to include substantial subcontractors and subcontractors in addition to contractors.

All provisions effective October 1, 2010.
