Requires all privatization contracts valued at $100,000 or more between state agencies and private entities to include provisions prohibiting services from originating or being provided outside the United States, with breach constituting grounds for contract termination and liability for damages plus attorney's fees.

Mandates that employers of covered establishments with 100 or more employees provide at least six months written notice to affected employees and state commissioners before relocating 25% or more of the workforce outside Connecticut, with violations subject to $1,000 daily fines credited to the Labor Department.

Amends state contracting law to add preference for services that originate and are performed within the United States, with explicit prohibition on services being performed outside the country.

Requires all state and quasi-public agency contracts to include provisions prohibiting contractors from engaging subcontractors or transferring work to locations outside the United States, unless the work relates to events occurring outside the U.S. or services are unavailable domestically.
