Validates the November 3, 2009, referendum in the town of Columbia regarding charter revisions, despite the failure to publish the proposed charter as required by state law.

Validates all acts, votes, and proceedings of town officers relating to the referendum as effective from their original date.

Revises the Cornfield Point Association's authority under Special Act No. 467 of 1943 to allow the association to purchase, acquire, and manage real estate and personal property with membership approval.

Grants the association power to enact ordinances and bylaws for specific purposes including beach maintenance, property use restrictions, fire hazard prevention, and limiting residential rentals to single families.

Establishes enforcement procedures allowing fines of $10 to $100 per day for bylaw violations, with a seven-day written notice requirement before legal action or fines can be imposed against property owners.
