Establishes a health benefit review program within the Insurance Department funded by the Insurance Fund, with reviews conducted at the request of the joint standing committee on insurance matters.

Authorizes the commissioner to assess domestic insurers and domestic health care centers for the costs of mandated health benefit reviews, with fees calculated as a percentage of direct written health insurance premiums and subscriber charges.

Requires the commissioner to contract with The University of Connecticut Center for Public Health and Health Policy to conduct mandated health benefit reviews, with authority to engage actuaries, health policy researchers, and university personnel as needed.

Exempts mandated health benefit review assessments from the 25 percent cap on individual company assessments, requiring each insurer and health care center to pay its proportional share regardless of whether it exceeds that threshold.

Effective July 1, 2010, applicable to assessments or portions of assessments made on or after that date.
