Establishes a State Jobs Corps Task Force to study implementing a Works Progress Administration-style program using unemployed workers for public works projects in Connecticut.

Task force consists of 16 members including mayors/first selectmen from municipalities of varying sizes, labor and employee organization representatives, an economist, business organization representatives, and the Commissioners of Economic and Community Development and Labor as ex-officio nonvoting members.

All appointments must be made within 30 days of the effective date, with the Governor selecting the chairperson and the first meeting required within 60 days.

Task force must submit a report to the joint standing committee on labor and public employees by January 1, 2011 evaluating the federal Works Progress Administration program and recommending changes to state law needed to implement a similar program.
