Repeals and replaces Section 20-631 of the general statutes regarding collaborative drug therapy management agreements between pharmacists and physicians, effective October 1, 2010.

Removes institutional restrictions by allowing pharmacists licensed in Connecticut to enter into collaborative drug therapy management agreements with physicians for patients in any setting, rather than limiting agreements to hospitals and nursing homes only.

Authorizes pharmacists to implement, modify, or discontinue drug therapy according to patient-specific written protocols, order laboratory tests, and administer drugs with required physician notification within 24 hours for discontinuances.

Requires the Commissioner of Public Health, in consultation with the Commissioner of Consumer Protection, to adopt regulations establishing competency requirements for participating pharmacists and minimum standards for collaborative drug therapy management agreements and protocols.

Changes regulatory authority from permissive ("may adopt") to mandatory ("shall adopt") for commissioners to establish competency and agreement standards.
