Establishes a task force to study changes needed to the Connecticut Resources Recovery Authority's statutory role and purpose, effective upon passage.

Task force shall examine facility ownership changes, the authority's effectiveness in achieving state solid waste management goals, needed structural and funding changes, and impacts on waste disposal prices.

Comprises 13 members: 12 appointed by legislative leaders (2 each from House Speaker, Senate President Pro Tempore, House Majority Leader, Senate Majority Leader, House Minority Leader, Senate Minority Leader) plus 1 appointed by the Governor, with the Commissioner of Environmental Protection serving as ex-officio nonvoting member.

Task force must convene within 60 days of effective date and submit findings and recommendations to the joint standing committee on environment no later than January 1, 2011.

Task force terminates upon submission of report or January 1, 2011, whichever is later.
