Prohibits pharmaceutical and medical device manufacturers from providing entertainment, recreational items, cash, gift cards, and most tangible items to health care providers, effective July 1, 2010.

Restricts meal provision to health care providers to modest, occasional meals offered only in office or hospital settings with informational presentations by manufacturer agents present.

Prohibits direct payment of travel, lodging, and meal costs for non-faculty health care providers attending continuing medical education events, conferences, or professional meetings, though manufacturers may fund meals for all participants through event organizers.

Requires pharmaceutical and medical device manufacturers to adopt marketing codes of conduct, submit annual compliance certifications and training programs to the Department of Consumer Protection, and maintain external verification procedures.

Establishes civil fines of up to $5,000 per violation and prohibits retaliation against employees or health care providers who take enforcement action; allows bona fide services, reasonable faculty compensation, charitable donations, and educational materials as exceptions.
