Allows the Commissioner of Environmental Protection to issue stormwater discharge permits for marinas, yacht clubs, boatyards, and boat repair facilities that pressure wash recreational vessel bottoms without requiring containment or treatment systems, effective July 1, 2010

Permits only apply if facility wastewaters do not create pollution or contain copper compounds, and facility must conduct initial independent laboratory testing at its own expense

Requires ongoing testing as mandated by the Commissioner, with repeated failure to meet pollution standards resulting in enforcement orders under state law

Allows individual boat owners to wash their own recreational vessel bottoms if coated with nontoxic, biocide-free paint

Does not affect existing consent orders between the Department of Environmental Protection and facilities, nor does it impact Connecticut's Clean Marina Program certifications
