Modifies section 10-16y to clarify that the Early Childhood Information System is established pursuant to section 10-16z and requires all local/regional boards of education, school readiness programs, and licensed child day care centers to enter children and staff into the system.

Amends section 10-145b to specify appeal procedures for educator certificate holders denied provisional, professional, or continuation certificates, requiring State Board of Education to hold hearings within 60 days and issue written decisions within 30 days.

Updates section 10-158a to clarify withdrawal procedures for boards of education in inter-district agreements, allowing two or more boards to continue arrangements if others withdraw with one year's notice.

Revises section 10-220 to reorganize board of education duties including facility maintenance, indoor air quality programs, green cleaning programs, and biennial reporting to the Commissioner of Education on facility conditions and long-term building programs.

Corrects section 10-221d to replace reference to chapter "106" with chapter "166" regarding criminal history record checks for noncertified positions completing educator certificate requirements, and changes "credits" to "credit" in section 10a-89g concerning the Teacher Education and Mentoring Program.
