Adds superintendents of schools to the list of individuals authorized to file petitions with Superior Court regarding neglected, uncared-for, or dependent children or youth.

Maintains existing petition filing requirements including verified statements of facts, child's identifying information, parental information, and court prayer for appropriate action.

Preserves existing notice and summons procedures requiring 14 days advance notice to parents/guardians and interested parties before court hearings.

Takes effect July 1, 2010 and amends section 46b-129(a) of the general statutes.
