• Requires the Commissioner of Social Services to provide written notification at least 30 days before auditing service providers, except when health/safety risks or vendor fraud are suspected
• Prohibits findings of overpayment or underpayment based on extrapolated projections unless there is sustained payment error, failed educational intervention, or claims exceeding $150,000 annually
• Requires providers to receive preliminary audit reports within 60 days of audit conclusion, followed by an exit conference and final report within 60 days thereafter
• Allows providers to request a review of disputed findings within 30 days and appeal final decisions to Superior Court
• Directs the Commissioner to adopt regulations establishing audit procedures and sampling methodologies to ensure fairness in the audit process
