Extends public bidding requirements to construction contracts for buildings or public works under the supervision of the Judicial Department when estimated to cost more than $500,000.

Requires the Judicial Department to invite competitive bids through the State Contracting Portal and award contracts to the lowest responsible and qualified bidder who is prequalified according to section 4a-100.

Applies the same bidding procedures, bond requirements, and restrictions on pre-award communications to Judicial Department projects as apply to other state building contracts.

Effective October 1, 2010.
