Requires all statements of financial interests filed on or after October 1, 2010 to be submitted electronically using software created or approved by the Office of State Ethics.

Mandates the Office of State Ethics to make all statements of financial interests filed on or after January 1, 2012 available to the public through the Internet and provide a public computer terminal for access.

Maintains existing requirements for state-wide elected officers, General Assembly members, department heads, quasi-public agency officials, and other designated state employees to file annual statements of financial interests disclosing business affiliations, income sources, securities, real property, and creditor information.

Keeps creditor lists sealed and confidential for Office of State Ethics use only, unless a complaint of sufficient merit is filed or the respondent requests otherwise.

Allows individuals unable to provide required information due to impossibility to petition for a waiver from the board.
