Repeals and replaces Section 4-173 of the general statutes effective October 1, 2010, governing publication of state agency regulations.

Requires the Commission on Official Legal Publications to publish all effective state agency regulations adopted since October 27, 1970 at least semiannually, with exceptions for incorporated federal regulations, overly expensive or cumbersome regulations.

Mandates monthly publication of all regulations in the Connecticut Law Journal with similar exemptions for certain regulatory categories.

Requires state agencies to post all regulations on their Internet websites starting October 1, 2011 for newly published regulations, and by January 1, 2012 for all effective regulations.

Maintains compilation of regulations in law library reference collections and provides free access to state agencies and officials, with pricing set by the Commission on Official Legal Publications for other persons.
