Establishes a Department of Children and Families program providing public outreach, shelter, and transitional living services for homeless youth under age 21 and youth at risk of homelessness, effective October 1, 2010.

Requires program to include three components: (1) public outreach and drop-in centers with crisis intervention and case management; (2) emergency shelter with housing, meals, and counseling services; and (3) transitional living assistance with rental support and job training.

Allows public and private agencies to provide services to homeless children and youth without parental consent if reasonable efforts are made to contact the parent or guardian, with liability immunity for good faith provision of services.

Creates a nonlapsing "homeless youth account" within the General Fund to support program operations, funded by transferring $400,000 and $600,000 from existing Department of Children and Families appropriations for fiscal year 2011.

Requires the Commissioner of Children and Families to submit an annual results-based accountability report card to the General Assembly beginning February 1, 2012, with recommendations for program improvements.
