Commissioner of Children and Families shall ensure children in temporary custody or commitment orders receive visitation with parents and siblings unless court orders otherwise.

Visitation with parents shall occur as frequently as reasonably possible based on the child's best interests, age, and developmental level to maintain the parent-child relationship.

When siblings are separated due to Department intervention, the commissioner shall ensure visitation access based on each child's best interests, age, and developmental level.

Permanency plans that include reunification with a parent must provide for at least four visits per month at a designated place.

Visits with a parent cannot be suspended except in emergencies without the commissioner conducting a hearing on the suspension, and visitation determinations must be documented in the child's treatment plan.
