Repeals and replaces Section 46b-130 of Connecticut General Statutes, effective October 1, 2010, governing parental reimbursement obligations for child care and support provided by the Department of Children and Families.

Parents remain liable to reimburse the state for foster care and support services on the same terms as public assistance recipients, with a new exemption for families with income at least 300 percent below the federal poverty level if reimbursement would harm the family.

Assigns the right of child support from parents to the Commissioner of Children and Families when foster care maintenance payments are received under Title IV-E of the Social Security Act.

Requires the commissioner to refer child support cases to the Child Support Enforcement Unit of the Department of Social Services for pursuit of parental support obligations.

Grants children who reimburse the state for received care and support a right of action to recover those payments from their parents.
