Authorizes the State Bond Commission to issue up to $180 million in bonds for a small town economic assistance program, with $20 million effective July 1, 2010.

Allows grants-in-aid to municipalities or groups of municipalities that lack economic distress designation, urban centers, or public investment community status, with a maximum of $500,000 per municipality per fiscal year.

Permits distressed municipalities and public investment communities to elect into the small town economic assistance program instead of other financial assistance programs through legislative vote, with elections valid for four-year periods.

Allows grant administration by the Office of Policy and Management or another designated state agency.

Exempts municipalities under 15,000 population with 5,500-6,000 acres owned by a regional water authority from consistency requirements with the state plan of conservation and development for sewer projects.
