Repeals and replaces Section 25-68d of the general statutes regarding state agency activities in floodplains, effective July 1, 2010.

Requires state agencies to obtain commissioner approval or exemption before undertaking activities in or affecting floodplains, with certification that the proposal will not obstruct flood flows, adversely affect flood elevations, or pose hazards to life or property.

Exempts state-funded affordable housing reconstruction, rehabilitation, or renovation above the one-hundred-year flood elevation from floodplain approval requirements if the activity complies with the National Flood Insurance Program.

Applies exemption to renovation or rehabilitation of existing housing on the Department of Economic and Community Development's affordable housing appeals list and demolition/reconstruction of existing housing for low and moderate income households without increasing dwelling units.

Exempts Department of Transportation and Department of Economic and Community Development projects within drainage basins of less than one square mile from floodplain certification requirements.
