Repeals and replaces Section 4b-47 of the general statutes, effective October 1, 2010, to establish procedures for the sale or transfer of state land or interests in state land.

Requires state agencies, departments, or institutions to provide notice to the Council on Environmental Quality, Secretary of the Office of Policy and Management, and Commissioner of Environmental Protection, with publication in the Environmental Monitor and a 30-day public comment period.

Directs the Commissioner of Environmental Protection to develop a policy for reviewing notices and making draft recommendations to preserve land through transfers to the Department of Environmental Protection, imposition of restrictions, or transfer to third parties, with an additional 30-day public comment period for recommendations.

Exempts certain transactions from notice and public comment requirements, including those with prior purchase and sale agreements, inter-agency transfers, conveyances by General Assembly act, and transfers of ten acres or less by the Department of Transportation, Department of Education, or Department of Economic and Community Development.

Permits the Secretary of the Office of Policy and Management to make final determinations on land disposition after receiving the Commissioner's recommendation, with final determinations published in the Environmental Monitor for at least 15 days prior to sale or transfer.
