Repeals and replaces section 29-317 concerning oil burner installation regulations, adding a comma after "regulations" and clarifying the Commissioner of Public Safety adopts regulations under chapter 54 procedures; effective January 1, 2013.

Modifies section 29-320 on flammable and combustible liquid storage and transportation by separating the adoption of regulations from enforcement authority, clarifying the commissioner shall enforce such regulations; effective January 1, 2013.

Updates section 29-324 on motor vehicle violations by changing penalty language from "nor" to "or" for subsequent offenses (fines between $500-$1,000 or up to one year imprisonment); effective January 1, 2013.

Revises section 29-367 on rocket motor and rocket regulations by separating the authority to adopt rules from enforcement requirements and removing commas from certain list items for grammatical consistency; effective January 1, 2013.

Changes effective date for sections 7-18 and 20-25 of Public Act 09-177 from their original date to January 1, 2013.
