Establishes a Commission on Nonprofit Health and Human Services to examine funding provided to nonprofit providers through purchase of service contracts with state agencies.

Commission composed of 29 members including representatives from relevant state agencies, legislative committees, and appointees from the Governor and legislative leaders representing nonprofits, service providers, employees, and Medicaid/labor experts.

Commission shall analyze cost comparisons between state and private providers, cost increases from 2000-2009, projected costs through December 31, 2014, and potential savings from community-based versus institutional services.

Commission must submit a preliminary report by January 1, 2011, and a final report by April 1, 2011, with recommendations for budget, policy, and statutory changes to improve nonprofit provider funding.

Commission terminates upon submission of final report or April 1, 2011, whichever is later, and is administratively located within the Office of Policy and Management.
