Modifies Section 25-68d of Connecticut General Statutes to add exemptions from floodplain certification requirements for state agencies, effective October 1, 2010.

Exempts Department of Transportation projects within drainage basins of less than one square mile from floodplain approval requirements.

Exempts state agencies proposing activities involving existing housing units that are part of the state housing loan portfolio and located within the five-hundred-year flood elevation, provided the units were built in compliance with flood maps at time of construction.

Maintains existing requirements for state agencies to obtain commissioner approval or exemption before undertaking activities in floodplains, with standards covering flood flow obstruction, National Flood Insurance Program compliance, flood-proofing techniques, and flood preparedness planning.

Allows mills located on brownfields to be exempt from certain certification requirements if activities are subject to environmental remediation regulations and limited to historical mill use areas.
