Expands eligible applicants for elderly housing resident services coordinator grants to include housing partnerships, in addition to existing housing authorities, municipal developers, and nonprofit corporations.

Modifies the Low and Moderate Income Housing Predevelopment Cost Revolving Loan Fund to allow broader categories of entities (including for-profit corporations and partnerships) to receive interest-free or deferred loans, with increased loan forgiveness provisions for nonprofit entities and up to 100% forgiveness for housing in distressed municipalities.

Allows the Housing Trust Fund to accept federal housing funds and other public funds as deposits, expands the Commissioner's authority to contract with third-party administrators for revolving loan funds, and permits third-party administrators to use up to 15% of fund moneys for administrative costs.

Changes references from the State-Assisted Housing Sustainability Advisory Committee to the General Assembly's select committee on housing in consultation requirements for the State-Assisted Housing Sustainability Fund, and makes the adoption of implementing regulations discretionary rather than mandatory.

Modifies the electronic database of accessible housing for persons with disabilities to include information about waiting list opening dates and removes requirements to use computer-assisted mass appraisal systems.
