Replaces the state's "long-range housing plan" requirement with a "consolidated plan for housing and community development" prepared by the Commissioner of Economic and Community Development in accordance with 24 CFR Part 91 (federal regulations).

Updates references throughout Connecticut statutes to align municipal zoning regulations, conservation and development plans, and environmental impact evaluations with the new consolidated housing and community development plan rather than the previous separate housing plan.

Maintains requirements for the Commissioner of Economic and Community Development to coordinate housing policy with regional planning agencies, municipalities, and state agencies to ensure consistency between housing development and state conservation and development policies.

Effective October 1, 2010, amends eight sections of Connecticut General Statutes (8-37t, 8-2, 8-23, 8-206, 22a-1b, 25-231, 32-1o, and 8-37u) to implement the consolidated planning approach.

Federal housing assistance funding allocation at the state level shall be guided by the consolidated plan and reflect the types and distribution of housing needs across all parts of the state.
