Secretary of the State shall review the Model Notary Act of 2010 developed by the National Notary Association and update the notary public manual as determined necessary.

Updates to the manual should consider limiting the discretion notaries exercise in determining whether to notarize documents.

Updates should address restricting employers' ability to prevent notaries from notarizing matters unrelated to the employer's business during work hours.

Secretary must report to the joint standing committee on government administration with any manual revisions and legislative recommendations by July 1, 2010.
