Amends the definition of "gift" under the state ethics code to exclude travel expenses, lodging, food, beverage, and other benefits provided by prospective employers to students at public institutions of higher education in connection with bona fide employment discussions, effective October 1, 2010.

Exempts former state employees of public institutions of higher education whose employment was derived from their student status from post-employment restrictions on lobbying and representation before state agencies.

Allows current student employees of public institutions of higher education to be exempt from state ethics code provisions (sections 1-84, 1-84a, 1-85, and 1-86) if their institution adopts and submits written conflict of interest policies to the Citizen's Ethics Advisory Board for approval.

Requires public institutions of higher education to submit student conduct policies concerning conflicts of interest to the Citizen's Ethics Advisory Board triennially, or within 30 days of any significant revision to such policies.
