Validates all marriages celebrated before the effective date of this section that are otherwise valid except the justice of the peace lacked a valid certificate of qualification, provided the justice represented themselves as qualified and the parties reasonably relied on that representation.

Validates all marriages celebrated before the effective date of this section that are otherwise valid except the marriage license was issued in a different town than where the marriage took place or where either party resided at the time of license application.

Validates all civil unions celebrated before the effective date of this section where the officiating justice of the peace lacked a valid certificate of qualification, provided the justice represented themselves as qualified and the parties reasonably relied on that representation.

Validates all civil unions celebrated before the effective date of this section where the civil union license was issued in a different town than where the civil union was celebrated or where either party resided at the time of license application.

All provisions take effect upon passage of the legislation.
